How Many TEREA Sticks Can You Bring Into the UAE? Customs Allowance Explained

Official UAE sources disagree on the tobacco allowance: 400 or 200 cigarettes. We compare them with dates and explain how TEREA sticks are counted.

There is no separate TEREA customs allowance in the UAE: official limits name only cigarettes, cigars and tobacco and disagree. The Dubai Customs website (updated 30 October 2026) says 400 cigarettes, but its own 2025 passenger guide and federal guidance reported in 2025 say 200. Counting each stick as one cigarette, 200 TEREA sticks is what every current source allows.

Last checked: November 2026. Every source is listed with its date at the end of this guide.

Below, the official documents sit side by side with their dates, followed by how heated tobacco sticks fit into rules written for cigarettes, who qualifies, what happens to the device itself and what happens above the limit.

  • Lowest official figure: 200 cigarettes, or 50 cigars, or 500 g of tobacco, per adult passenger.
  • Highest official figure: 400 cigarettes, shown only on the Dubai Customs web page.
  • Heated tobacco: not mentioned in any passenger rule we found, so each TEREA stick is best counted as one cigarette.
  • Your ILUMA i device: a personal belonging, not part of the tobacco count.

200 or 400: what each official source says

Six documents come up when you look for the UAE tobacco allowance. Three of them are published by Dubai Customs itself, and they do not agree with each other. This is what each one said when we opened it in November 2026.

Source Date shown Cigarettes Cigars Tobacco
Dubai Customs, Permitted Customs-Exempted Items page Updated 30 October 2026 400 50 500 g
Dubai Customs Passenger Customs Guide, Version 6 2025 200 50 500 g
Dubai government portal, customs guidelines for travellers Page modified 2026 (shown as 03-04-2026) 200 50 500 g

Traveller rules summary in Khaleej Times July 2024, updated October 2024 200 50 500 g
Dubai Customs Passenger Customs Guide, 5th edition 2020 400 50 500 g

Read by date, the pattern is clear. The 2020 guide said 400, and every document from mid-2024 onwards says 200, except the Dubai Customs web page, which still shows 400 under an October 2026 update date. We found no note from Dubai Customs or the federal authority explaining the difference.

You may also see other numbers on shop blogs, including 2,000 sticks. We found no official document with any figure other than 200 or 400.

Why the TEREA customs allowance in the UAE is unclear

Customs in the UAE works on two levels. The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) runs passport control and federal customs affairs, while each emirate has its own customs department. The UAE government portal lists Dubai Customs, Sharjah Customs and Abu Dhabi Customs separately, and the Dubai Customs guide says its zone at Dubai airports starts right after ICP passport control.

We could not find the passenger allowance on ICP’s own website: its customs section and FAQ do not list it (checked November 2026). The 200 figure linked to ICP therefore comes from news reports of its October 2025 guidelines, which Gulf News credits to the Arabic news site 24.ae. Dubai Customs’ 2025 printed guide gives the same 200 figure.

The date on the web page does not settle it either. An “Updated On” date shows when a page was last edited, which is not proof that the tobacco figure on it was reviewed at the same time.

Our reading is simple. Until the official pages agree, 200 cigarettes, or 50 cigars, or 500 g of tobacco, is the only allowance that no current source disputes. Planning on 400 means relying on one web page that its own publisher’s newer guide contradicts.

Do TEREA sticks count as cigarettes at UAE customs?

None of the official passenger documents we read mentions heated tobacco, IQOS or TEREA. The allowance names three things only: cigarettes, cigars, and tobacco by weight, which the Dubai Customs guides describe as tobacco for pipes, tumbak and hookah molasses.

If you are new to the product, our beginner’s guide to TEREA explains how the sticks work. For customs, what matters is the format: a short tobacco stick with a filter, sold in packs of 20 like cigarettes. Because no rule says otherwise, count each stick as one cigarette. We found no official basis for counting heated sticks by weight instead.

  • 200 cigarettes equals 200 TEREA sticks: 10 packs of 20, which is one standard 10-pack box.
  • 400 cigarettes, the figure on the Dubai Customs web page only, equals 400 sticks or 20 packs.
  • Cigarettes and TEREA add up. If you carry both, count them as one total.
  • The categories are alternatives. The Dubai Customs guides write the allowance as cigarettes “or” cigars “or” tobacco, so do not assume you can carry the full amount of each.

Common situations, counted

The conflict only matters once you carry more than one box. Here are a few typical cases, counted the way described above.

What you carry Sticks counted Within 200 Within 400
Your ILUMA i device and one open pack Up to 20 (the device is not counted) Yes Yes
One sealed 10-pack box of TEREA 200 Yes Yes
One box of TEREA plus two loose packs 240 No Yes
One box of TEREA plus one carton of cigarettes 400 No Yes

The last two rows are exactly where the sources split. If your bag looks like either of them, assume the lower figure applies and be ready to declare, rather than hoping the higher one is used.

Can you bring an IQOS ILUMA i device into Dubai?

Yes. The device contains no tobacco, so the cigarette allowance does not apply to it. Dubai Customs states that a passenger’s personal belongings are permitted entry and exempt from customs fees, provided they are of a personal nature and not in commercial quantities.

A new, boxed device carried as a present counts as a gift, and Dubai Customs exempts accompanied gifts up to a total value of AED 3,000. Flying with the device is a different question: rules on carrying battery devices on board come from your airline, not from customs.

Several boxed devices are another matter. The 2025 guide lists electronic devices among goods that may need a permit from the relevant authority, and it notes that consumer goods in commercial quantity cannot be brought in under an individual’s name. One device in daily use is a belonging; a bag of new ones looks like stock.

Who can use the allowance: the conditions

The exemption is not automatic. The Dubai Customs page and its 2025 guide both attach conditions to it:

  • Age 18 and over. Passengers must be above 18 to carry the cigarette allowance.
  • Personal use only. Baggage and gifts must be of a personal nature, not in commercial quantities.
  • Not a frequent trader. The passenger must not frequently pass through the same customs centre or trade in the goods they carry.
  • Not crew. Crew members of the plane or vessel are excluded, and the 2025 guide adds airport ground hosts.
  • Companions too. The Dubai Customs page says the same conditions apply to whoever travels with the passenger.

What happens above the allowance

Dubai Customs says quantities above the limit are dutiable, and its 2025 guide adds that VAT may also apply. According to the UAE government portal (updated 28 October 2026), the customs tariff in Dubai is 5% of the CIF value for most goods, but 100% for cigarettes.

Quantities that look commercial are handled differently again. The guide says they go through the full import procedure, with tariff, valuation and a customs declaration, like any other imported goods. The allowance is a personal exemption, not a way to bring in stock.

Your choice of channel is itself a declaration. The Dubai Customs guide says a verbal, written or electronic declaration, or simply walking through the green or red channel, counts as your customs declaration. If you are not sure that what you carry is within the limit, the red channel is the place to ask.

Does duty-free tobacco count?

None of the official pages we read makes an exception for tobacco bought in an airport duty-free shop. The limits describe what a passenger carries through customs, so packs bought on arrival belong in the same total as packs from home.

The figures in this guide cover arriving in the UAE. When you fly on, the country you land in applies its own limit, so check that country’s customs authority before you pack.

What no official source answers yet

We would rather list the open questions than fill them with guesses. As of November 2026, we could not find an official answer to any of these:

  • How officers count heated sticks. No published rule says a TEREA stick equals one cigarette; it is the reading that fits the wording.
  • Which figure Dubai airports apply today. Dubai Customs publishes both 400 and 200.
  • ICP’s own text. The October 2025 guidelines are available to us only through news reports.
  • Other emirates. The Sharjah Customs traveller page would not open for us, and the Abu Dhabi passenger guide link on the government portal returned an error.

When an authority publishes a clarification, we will update this guide and its “Last checked” date.

How to check the rule yourself before you fly

Because the TEREA customs allowance in the UAE rests on documents that change, a two-minute check before each trip is worth it:

  1. Open the Dubai Customs permitted items page and note the figure and its “Updated On” date.
  2. Compare it with the latest Dubai Customs passenger guide; the 2025 edition says 200.
  3. If you land in Abu Dhabi, Sharjah or another emirate, check that emirate’s own customs authority.
  4. If the figures still differ, plan on the lower one, or ask an officer at the red channel.

Frequently asked questions

Is the UAE cigarette allowance 200 or 400?

Both figures appear in official sources. The Dubai Customs website shows 400 (updated October 2026), while the Dubai Customs 2025 passenger guide, the Dubai government portal and ICP guidance reported in October 2025 say 200. Until they match, 200 is the figure all of them accept.

Do I need to declare TEREA at Dubai airport?

Walking through the green or red channel already counts as a declaration. If you are within the allowance and meet the conditions, the green channel fits. If you carry more, or you are unsure, use the red channel.

Are the rules the same at Abu Dhabi and Sharjah airports?

Each emirate has its own customs department, so check the authority for your arrival airport. We could not open the Sharjah Customs traveller page when we checked in November 2026, so we do not quote its figure here.

Does the allowance apply when I leave the UAE?

The figures above describe what you can bring into the UAE without duty. When you leave, the country you are flying to applies its own limit, which may be lower or higher.

For adults 18+ only. Tobacco and nicotine products are addictive and not risk free.
